OSCE commitments on Human Rights: in Warsaw, Director of Sant’Anna School Dirpolis (Law, Politics and Development) Institute presents the evaluation report drafted by Sant’Anna School scholars and a team of independent researchers

During the OSCE (Organization for Security and Co-operation in Europe) Italian Chairmanship (2017-2018), the Italian Minister of Foreign Affairs requested Sant’Anna School researchers to draft an independent report on the implementation of selected OSCE human rights (human dimension) commitments undertaken by Italy. The OSCE Chairmanship is held for one calendar year by the OSCE participating State designated as such by a decision of the Ministerial Council. The function of the Chairperson-in-Office (CiO) is exercised by the Minister of Foreign Affairs of that State.

The good practice of an evaluation report is not new. It has become a good practice for OSCE States since when the Swiss Chairmanship introduced its first report in 2014. This year, Andrea de Guttry, Professor of Public International Law and Director of the Dirpolis (Law, Politics and Development) Institute, supervised the report prepared in close consultation with civil society actors, academia and governmental institutions as relevant stakeholders. Although they are not legally binding, the OSCE commitments encourage States to observe internationally recognized standards, and represent a political instrument to promote legislation within its member States. 5 topics have been selected to reaffirm the OSCE participating State comprehensive approach to security, transparency, economic and environmental policy, respect of human rights, basic freedoms and the rule of law.

The report will be presented at the "Holding OSCE states accountable for implementing human dimension commitments on Human Rights and Democracy: The instrument of self-evaluation of OSCE Chairmanships” workshop in Warsaw on 12 September 2018. The meeting is organized by the Civic Solidarity Platform (CSP), a network of more than 90 human rights NGOs from throughout the OSCE region, with the support of the Swiss Delegation to the OSCE and the Swiss Federal Department of Foreign Affairs.
